RBC reportsthat during the test launch of the equipment for the “sovereign Runet” in the Urals there were cases of speed reduction and signal quality deterioration, but there were no large-scale failures, and Telegram was not blocked everywhere.
Let me remind you that according to media reports, testing was carried out in the Urals Federal District: RDP.RU equipment was installed on the networks of the largest operators in the region (15% belong to Rostelecom). Laboratory tests of traffic filtering systems of this manufacturer began back in August 2018 on the Rostelecom network, RBC sources said earlier. The integrator of the solution was the company Data – Processing and Automation Center (DTAC). The results were not officially reported.
Now, RBC’s own sources, report that the operators have reported to the Ministry of Communications on the installation and testing of equipment for the implementation of the so-called “sovereign Runet law” – traffic filtering systems (DPI, Deep Packet Inspection).
Corresponding letters to the Deputy Minister of Digital Development, Telecommunications and Mass Media Oleg Ivanov were sent in response to his request to tell about the results of DPI testing. Letters were sent by Rostelecom, MTS, MegaFon, VimpelCom (Beeline brand), T2 RTK Holding (Tele2), ER-Telecom Holding (Dom.ru), Transtelecom (TTK) and Yekaterinburg-2000 (Motive).
From the letters of the operators it follows that the equipment of the “sovereign Runet” was installed in various cities of the Ural Federal District in August-September 2019, but turned on for short periods of time in November. A source close to the organizers of the event insists that the tests in the Urals were not “testing, but commissioning” of equipment.
“During the pilot implementation, a number of problems arose, their identification and solution was the main goal of this implementation. Some of the problems were related to the functioning of individual filtering devices, some related to the functioning of the control system and the system as a whole. After testing, the teams of the integrator and the equipment manufacturer eliminated all the identified problems, and the system was successfully delivered to the state customer, ”says a RBC source close to one of the test participants.
According to the letters, five operators – VimpelCom, MTS, Rostelecom, ER-Telecom Holding and TTK – had problems installing DPI. Among the problems, a decrease in the speed of traffic and communication quality was noted, and various failures and interruptions in the provision of communication services were noted. And, according to Kirill Pishchalnikov, Director of Technical Infrastructure of ER-Telecom Holding, Telegram could not be blocked due to the fact that “the messenger uses proxies with its own cryptographic protocol for transmitting the encrypted signal.”
Three other operators (MegaFon, T2 RTK Holding and Yekaterinburg-2000) reported that during the testing of the equipment they did not fix problems with the quality and accessibility of communication for subscribers.
